According to external media reports, the Express announced the official launch of the “Local+” local compliance service in Europe, allowing vendors to outsource distribution services to the platform to improve logistics efficiency. Through the acquisition of several European warehouses, the Platform optimizes the supply chain and significantly accelerates the pace of commodity distribution.

“Local+” is a locally-based compliance solution introduced by the fast-sellers for European markets, aimed at reducing distribution times and improving service quality. Vendors can store their goods in fast-sale warehouses located in Europe, where the platform is responsible for pick-up, packing and distribution. When viewing a commodity, consumers see the “Local+” logo, which means that the commodity is shipped from a nearby warehouse to avoid customs delays and long distances.

According to the European Electronic News Network, QSP has established 10 local warehouses in European countries such as the United Kingdom, Spain and Germany to support the rapid deployment of the “Local+” service. The deployment of Local+ in Europe represents a key step forward in the development of the logistics infrastructure of the European market, aimed at significantly reducing the distribution time limits and following the pace of the competitors SHEIN, Temu and Amazon.

Since 2022, local sellers in Europe have been allowed access to the Ari Express platform. Previously, the vendors had to process the distribution of orders themselves or through a third-party logistics service provider. The introduction of the “Local+” service provides them with easier options. Sellers who use the Local+ service will be given a unique identification (insignation). Ali has made a commitment to reduce the time to reach consumers through these local warehoused goods to a maximum of seven days.

Although in an official statement, fast-tracking states that the introduction of “Local+” services is intended to “provide more familiar and accessible shopping experiences to consumers”. However, market analysis is generally considered to be a direct response to the distribution of competitors.

Last December, Temu, a multi-flagged, cross-border powerer platform, spearheaded the launch of local warehouses in Europe, storing goods from Chinese and European vendors, significantly boosted distribution speed and won user reputations. SHEIN, Amazon and others have also long established mature local logistics systems in Europe. The quick-selling effort was intended to complement the logistics gap and enhance competitiveness.

The value-added tax (VAT) reforms in the EU are profoundly affecting the pattern of cross-border electric operators. By 2028, the EU will have completely eliminated the import duty-free threshold for small parcels. This means that all electrical packages from outside the EU will be subject to VAT and that costs will increase significantly. More urgently, the European Commission is currently considering the imposition of an additional import handling fee of about Euro2 on electric power orders from outside the European Union. These policy changes will significantly reduce the competitiveness of low-priced commodities dependent on cross-border direct mail.

The fast-solder bet “Local+”, which delivers through local warehousing, achieves distribution speeds close to home-grown electricity suppliers, while providing one-stop logistics solutions to attract more local European sellers and Chinese sellers seeking European market expansion. The pre-positioning of goods to local European warehouses and future sales as “in-European stocks” effectively circumvents VAT and potential surcharges on cross-border direct mail parcels to maintain price competitiveness.

By 2026, the QSP plans to cover major European markets with the goal of reducing the average distribution time to 48 hours. In combination with its global supply chain strengths and localization strategies, fast-track sales are expected to take a place in the European electricity market.
